OVERVIEW:
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The main campus is located in the city of Redding, population 90,000. DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
To perform a wide variety of highly responsible auditing, accounting, bookkeeping, and clerical functions in support of the day-to-day accounting operations related to district fiscal services and special program accounting. Employees in this classification receive limited supervision within a framework of standard policies and procedures; exercise responsibility for the accurate and timely processing and maintenance of district accounting records including but not limited to all aspects of purchase orders and requisitions, accounts payable, accounts receivable, bank reconciliations, and state tax filings. Employees in this classification may coordinate with and review the work of other district employees. This job class functions at an advanced journey level providing accounting and audit support service for all district departments, requiring the maintenance and processing of accounts and records which are district-wide in scope and require a thorough knowledge of district accounting procedures and standards, in accordance with Generally Accepted Accounting Principles.

CLASSIFICATION: Range 35 on the current Classified Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.

Typical Duties, Knowledge and Ability

Essential Functions:

  • Maintains, processes, and audits District fiscal/accounting records, journals entries, subsidiary ledgers, and transactions related to assigned area(s) of specialization including but not limited to accounts payable, accounts receivable, special program accounting, reconciliations, and cash receipting.
  • Reconciles internal accounts against external applications, investigating any discrepancies and ensuring district policies and procedures are adhered to.
  • Audits, monitors, reconciles, and adjusts assigned accounts based on information gathered from internal and external applications.
  • Audits and reviews documents from departments to substantiate creation of purchase requisitions, purchase orders, and blanket purchase orders looking for proper general ledger accounts, purchasing thresholds, available budget and approvals are sufficient to purchase an item or service.
  • Prepares and processes a variety of payables to vendors and employees verifying accuracy, approvals, and proper documentation; assigning/verifying general ledger codes; and processes payment.
  • Maintains communication with department staff to monitor and track invoices and payments to vendors.
  • Maintains district inventory records and fixed asset ledgers while following district policy regarding the maintenance of inventory records, capitalization, and depreciation of fixed assets.
  • Prepares and processes district invoices and maintains records of payments and accounts receivable.
  • Prepares and processes cash receipts verifying receipts against invoices and deposits; following up on delinquent accounts.
  • Receives, counts, verifies, and deposits cash, and processes cash requests and prepares change bags for departments.
  • Audits cash on hand and in safes for district and various departments. Reconciles cash receipts with sales reports and investigates any discrepancies. Prepares entry to record transaction in accounting system.
  • Maintains dormitory and Early Childhood Education accounting records and student accounts; audits, tracks, records, and adjusts deposits, charges, and fees in accounting system and internal tracking documents based on contracts and other paperwork.
  • Provides training to business office staff and other district employees, in proper processes, procedures, and requirements related to assigned area.
  • Prepares and files various state tax forms with appropriate state agencies.
  • Generates reports and other correspondence related to assigned functions.
  • Makes independent determination on accounting, financial record keeping, system errors and discrepancies; applying appropriate rules and regulations to resolve any issues.
  • Interacts with Shasta County auditor controller and treasurer regarding specialized accounting and fiscal procedures.
  • Prepares and maintains financial reports and supporting documentation in accordance with district policies and procedures.
  • Ensures procedures and processes are in place to minimize errors and discrepancies.
  • Assists in the development of internal control procedures, manuals, and forms.
  • Performs other duties similar to the above in scope and function as required.
Knowledge of:
  • Proper office methods and procedures.
  • General bookkeeping and record keeping principles and procedures as related to district financial accounting practices and generally accepted accounting procedures.
  • Computerized fiscal record keeping operations, programs, and applications.
  • The proper use and operation of standard office equipment and machines including but not limited to a 10 key calculator and computer.
  • Word processing and other computer software applications, including Microsoft Office, Excel, PowerPoint, Outlook, and Word.
Ability to:
  • Learn district policies, procedures, and regulations related to assigned accounting and auditing functions.
  • Keep current on relevant tax laws to ensure compliance with state reporting requirements.
  • Understand and carry out a variety of complex tasks with limited supervision.
  • Establish and maintain accurate accounts and other fiscal records.
  • Perform arithmetical calculations accurately and rapidly.
  • Establish and maintain financial records.
  • Prepare accurate financial statistical summaries and reports.
  • Assemble, organize, and analyze data in an effective and useful manner.
  • Apply rules and regulations to specific cases based on district policies and procedures.
  • Reconcile differences within the accounting system using critical thinking and accounting skills.
  • Communicate effectively in both oral and written forms.
  • Establish and maintain cooperative and effective working relationships with diverse individuals and organizations while performing assigned duties.
  • Manage time and work priorities effectively, and work under pressure successfully.
  • Promote a working environment supporting positive cooperation and shared accountability within the assigned department.
  • Prioritize and appropriately schedule workload or tasks to meet established deadlines.


Experience/Education

Education Required:
  • Two years of college or equivalent on the job experience in accounting and/or bookkeeping.
Education Preferred:
  • AA Degree in Business, Accounting, or related field.
Experience Required:
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
